Voconiq is a Brisbane based engagement science company. We specialise in bringing the voices of communities into companies and organisations, like Moreton Bay Regional Council. What do we do?

We gather this data through a variety of methods which typically involve surveys, interviews, community and stakeholder engagement, and existing data sources from the community.

Our goal is to bring the voices of communities into the places where they can effect change and are needed the most: within the companies and organisations that operate in and around them.

How do we help Moreton Bay Regional Council?

Moreton Bay Regional Council (MBRC) have engaged Voconiq to deliver the ‘Moreton Says’ series of community surveys. The goal of these surveys is to give community members the opportunity to provide their thoughts and feedback on Moreton Bay Regional Council, the work that they do, and what community members value most about their region. The benefit of having Voconiq undertake this region-wide work is to allow community members to confidentially express their views, thoughts and concerns to someone that has no conflicting interest in the outcome of the work. This will not only help community members feel more comfortable providing their unfiltered opinions, but also help us collect a sample of responses at arm’s length from your council.

How do we protect your privacy?

Voconiq is conducting the ‘Moreton Says’ region-wide community survey on behalf of Moreton Bay Regional Council, but we are separate from council. This means we will separate your survey responses from your personally identifying information before these are passed to council, therefore council cannot link a response to any particular person.

We collect two kinds of information from you: personal information (i.e., your name, email address, etc.) and survey responses (i.e., your opinions). We collect your personal information so we can invite you to complete brief follow-up surveys over the course of the Moreton Says initiative and to provide you with project updates. Your personal information will be provided to Moreton Bay Regional Council, but Voconiq ensures it is not, and cannot be, connected to your survey responses.

That is, we keep personally identifying details in a database that is separate from the database that holds your answers, responses, and opinions that you express within the survey, and both are never supplied to Moreton Bay Regional Council in a way that can be linked. When we supply the survey’s findings, insights, and outcomes to Moreton Bay Regional council, the information comes only from the separate ‘responses’ database and is provided to them in such a way that no one person or household could be identified from the findings.

We use your survey responses to produce summary reports and data visualisations for Moreton Bay Regional Council, communication materials, and presentations related to the Moreton Says initiative. Your survey responses will be used by council to inform planning, decision making, and to understand communities across the region in new ways. The data that Voconiq collects may also be included in Moreton Bay Regional Council’s DataHub for publicly funded data under their open data policy. All information collected will be used for these stated purposes only and will not be given to any other person or agency unless you have given Voconiq or Moreton Bay Regional Council permission to do so, or we are required by law to disclose it.

You may withdraw your participation from the 'Moreton Says' program of work at any time without consequence. You may also request to have your personal information deleted from both Voconiq and Council databases at any time. Your survey response data, however, cannot be deleted from the database once it has been de-identified.

What is Voconiq?

Voconiq is a company that was spun out of CSIRO in 2019. It bridges the gap between communities and the companies and institutions that work alongside them by activating understanding of different viewpoints. Underpinned by a platform of science, Voconiq translates data-driven community insights into tangible solutions which improve the way communities, governments, institutions, and companies interact and relate.

What is the approach?

Voconiq delivers a community survey and engagement approach that helps companies, industries, and governments to understand what matters most to community members and how to develop stronger relationships with communities.

Community attitude data is collected over time, analysed, and provided back to the company and community in a format that is accessible and useful. The process provides an avenue for organisations like Moreton Bay Regional Council to actively address issues that are important to the community.

Can the surveys be completed multiple times?

The survey can be completed on the same device more than once, by design. Our systems are designed to allow multiple entries into the survey from the same computer or device so that multiple people can complete the survey from the same public machines (for example, from the library or other public computers). This is critical to ensure equal and inclusive access to community members who may not have their own computer or internet (or struggle using such things at home).

However, the issue of multiple survey entries from a single individual potentially skewing the data is something that we take seriously. Our data processing is sophisticated and flags every instance of an additional entry from the same device, as well as flagging similar results from multiple different devices (where, for example, the same individual has completed the survey from multiple different devices). The system alerts us to perform additional checks on these responses (which include both an inspection by a data scientist and via advanced statistical processing). Where multiple responses are deemed to be from the same individual, surplus responses are disregarded and removed from inclusion in the survey results.

In addition, we design our surveys to enable us to provide a deeper insight or understanding of complex issues – the weight of responding or proportion of responses that are supportive of an issue is only one part of the results delivered. Of greater interest will often be the average ratings within different groups and how they differ.

Are the surveys confidential?

Voconiq has a strict ethics framework that protects the rights of participants. All data are maintained securely, and no personal information or information that would enable identification of individuals is made available to the organisation or any other party. Participant confidentiality is assured. All Voconiq processes comply with or exceed the requirements of the Privacy Act 1988.

Within Voconiq, participant personal information and their survey response data are kept physically separate and only accessible by a small number of senior project members. All other parties, including the commissioning organisation, receive an aggregated summary of responses by the community, not the raw data.

What happens to the survey data?

Voconiq will analyse the survey data collected and provide the information back to the communities and to Council in a format that is accessible and useful.

The aggregated data may be used for the following:

to identify and understand drivers of trust and acceptance of the organisation in community engagement activities, and in various company communication materials and reports
to inform future decisions and activities of government, industry and policy makers
to produce reports and scientific papers
in a broader program of Voconiq research that aims to understand the relationships between a range of organisations and communities at different levels over time.
